Who we are

The University Budget Redesign has been and will continue to be an inclusive process involving representatives and input from the college, every school and all major administrative units at Virginia Commonwealth University.

Cabinet

President Michael Rao and members of the cabinet are the executive sponsors, providing leadership and strategic direction, and making final decisions for the University Budget Redesign. They collaborate with a steering committee, university-wide task force and the Office of Budget and Resource Analysis. They will work together to implement the new budget process.

Steering committee

The steering committee guides the university in designing a budget process that supports VCU’s unique identity, culture and mission. They set priorities for and determine the scope of the budget redesign process; actively seek input and feedback from the task force and university community; and make final policy recommendations to the cabinet regarding process design and implementation. The committee members are:

Task force

The task force includes representatives from across the university, including both academic and administrative units. The task force was charged to research and recommend strategies that will enable VCU’s budget process to provide transparent, incentive and strategic-based funding to further the university’s mission. Members serve as liaisons to the university community. Charles Klink, Division of Student Affairs, serves as chair of the task force.

Task force workgroups

In 2015, the task force created three subcommittees focused on researching model development at other institutions, developing communications and preliminary modeling. Based on the work of these subcommittees, the task force established six working groups in February 2016 responsible for conducting a deep exploration of key budget issues. Each group was charged with developing recommendations regarding budget process design and related policies. Working group recommendations are submitted to the full task force for review and comment prior to submission to the steering committee. Office of Budget and Resource Analysis

The Office of Budget and Resource Analysis provides project management support to the steering committee and task force. It supports the university’s budget planning and management by providing staff leadership and professional support services to all phases of state and internal budget development, review, analysis, implementation, monitoring and reporting. Leslie Brown is the university budget director.

Budget and Strategic Planning Committee

The Budget and Strategic Planning Committee provides governance and oversight for university budget and resource allocation decisions in order to ensure fiscal responsibility and alignment with the university’s strategic priorities and operational needs. The UBC is an advisory group to the president. Members include: Gail Hackett, provost; Karol Gray, vice president for finance and budget; Marsha Rappley, vice president for VCU Health Sciences and CEO for VCU Health System; Meredith Weiss, vice president for administration; and Dick Bunce, president’s office. The committee is staffed by the university budget director, Leslie Brown.
